Stettler council approves new outdoor arena boards

Stettler’s town council has approved funding to replace the outdoor arena in the park west of the RCMP detachment during their Sept. 6 meeting.

The project was originally budgeted for $94,000 in the 2022 capital budget, however all four tenders for project came in well above $100,000.

According to the Request for Council Decision (RCD) in the agenda package, the $94,000 was based on a budget quote received in January, however the costs associated with the project, like everything else, have escalated.

The dasher board system that encloses the current outdoor arena is at the end of its life, according to manager of recreation and culture Brad Robbins. While crews have changed out plywood as needed to reinforce the boards, at this point, according to Robbins, its more cost-effective to replace the boards.

Four bids were received for the project with the highest being $134,500 and the lowest being $104,210.

Administration conducted reference checks on the low bid.

“We are very happy with the reference checks,” said Robbins, before making a recommendation to council to award the contract to Peregrine Arena Solutions, a Cochrane based company.

According to Robbins, the product they supply is a significantly thicker construction and completely modular in design allowing pieces to be switched out as necessary.

Robbins also noted that the concrete slab on which the outdoor rink sits was examined and is still in excellent shape.

“Everything will be built from the concrete up,” said Robbins.

The estimated life expectancy for the outdoor board system is expected to be around 20 years.

Council approved the updated cost for the project. Due to the relatively low costs, when compared to other Town of Stettler projects, there is no contingency assigned for the project and if there are issues escalating costs it will be within administrations purview to deal with them.
